Minister
Legitimacy: Administratively, the Minister shall appoint by the president and approve by the
legislative assembly (Parliament) of Puntland government of Somalia. Minister shall be man
or woman who has university level education as well as specific experiences of the fields related
to the Ministry.
Responsibility: As stated in articles 1-10 of the Puntland Presidential bylaws 2001 the
Minister of the Ministry of Public Works & Transport has the following full responsibilities to
manage all Puntland public assets including land and all public works related authorities &
agencies like PHA & PSAWEN and the other two technical supporting private companies
PIITECH & AL-FATHI.
As stated in Article 83 of the Puntland constitution the Minister of the Ministry of Public
Works & Transport has the following full responsibilities:

 The Minister is the political head of the Ministry of Public Works & Transport.
 The Minister is the administrative head of the Ministry of Public Works & Transport
of Puntland.
 The Minister implements the Government’s policies in the Ministry of Public Works
& Transport.
 The Minister, in consultation with the Assistant Ministers, will decide on the
personnel policy in Ministry of Public Works & Transport.
 The Minister, shall chair official meetings of the Ministry of Public Works &
Transport
 The Minister, shall sign official documents of the Ministry of Public Works &
Transport
 The Minister shall administratively supervise, guide and coordinate the overall
activities of the Ministry of Public Works & Transport departments at central,
regional and district levels including the private technical support companies.
 In consultation with the Vice Ministers, the Minster shall send notice to the Director
General if he/she should not able to perform his/her duties appropriately and shall
able to stop his/her duties.
 In consultation with the Director General, the Minister shall appoint consultant
engineers or shall remove if the consultant should not able to perform his/her duties
appropriately.
 In consultation with the Vice Ministers and the Director General, the Minister shall
carryout field trip mission to monitor the overall regional coordinators/district
officers, PRA Offices (public vehicles registration offices) and the regional & districts
offices of the technical supporting private companies MoPW&T in every three
months. The Vice Ministers & the DG shall accompany (if it’s possible) as to:
• Practically become more acquainted the public services delivered by the Ministry of
Public Works & Transport in targeted districts of Puntland
• Assess the progress of the Puntland’s decentralization process at Local Governments
level and ensure that the decentralized services delivered are all based on community
felt needs.
 The Minister shall prepare the field trip mission report written in Somali/English and
submit to the Ministers of MOI, MOPIC and other concerned Ministers in the Ministerial
cabinet meeting, and shall keep a copy of the field trip mission report to his/her office
mission report file. (Not only in computer hard-disc drives or USB removable flash drives).
